Is my lovebird ill?

I have a three year old female lovebird (fischers), she is spending almost all of her time on the bottom of her cage.  We have changed cages,for new enviornment as we were told, but it hasn't made a difference.  Is this behavior acceptable or should I be concerned? She has laid eggs before, just two, but I thought that this was a cycle and not something that would last for lver a week. Thank you for your comments.
